Sprung up using diff collaboration tools in community like govloop

GSA will take results and conduct pyramid

Pure timing—new administration was moving there and now public facing sites – this is percolatinga round GSA at same time directive came out.

Currently, GSA is very fair but not very open. Now driving towards commincating with public more. Looking for more innovation. 

FCC process laid out but not as open as they would like.

FCC has been engaging in new initiatives around openness and govt – through reboot.gov—trying to get more engagement –effoort has been up and running several months. 

Information disseminated from agency that impacts constituent groups and competitive interests.  

What kind of dollars on procurement are we really talking about?

GSA: Zero internal budget for this—so  we try to reuse technology.

Procurement – tens of millions 

FCC: 100 million budget – doesnt know the dollars for the open govt directive 

GSA: learned everything—now transperency – so we must question all the things we did. What are we really trying to accomplish? Been interesting and causing a sea change. 

We stood up betterbuy web site in days instead of months. 

Questions—can employee tweet about procurement—can blog can use othe networks. So, changing policies very quickly. 

FCC: FCC has open meetings—monthly from chairman.  Chairman well in advanc of meetings lists things he will be talking about and then afterwards, he writes up his thoughts on issues so you can read them.

So everyone is well-informed. You can comment on the FCC blog.

Sea change from whats been done in the past. 

Neither person new about the other departments initiative. These folks aren’t talking to each othr, or pausing to see what other departments are doing. This is probably going to continue. 

Early in the process. Funding is separate, everthing separate. We need new tools to build relationships and share information! 

Reality is that the time frames are scary. How will we be able to make these timeframes and to come up with a legitimate plan. 

Will we be able to get movement on deadline? GSA has been on forefront of many initiatives. GSA is strong supporters of these.  

Issues that many small biz have is getting information for what is available. One gateway is the forecast, but are there other means to see what opportunities are available? 

“if you’re waiting for the RFP you are probably too late.” A lot starts with forecasting. Calling contracting, sending email, buying subscription, but not much information actually available. Whole idea behind betterbuy is figuring out to get that information out better. So, they will put information on Wiki and allow for comments and gets information. Or, one person in office who will tweet answers and information. Looking for more ways for responsiveness. 

FCC doesnt handle procurement but they do care about opps for getting information out there. FCC works directly with GSA and acts as facilitators forto work with FCC. A little old tech,  but thats what we do. But you must contact the agency. Hmm, sounds not transperent or new at all! 

GSA authentications? Registration? Control behavior on Wiki? 

GSA is purchasing arm of federal govt. Generally largest purchaser of anything in the world. 

Stimulus fund allotted for boradband – TIA and Dept of commerce

The FCC is responsible

Challenge for open govt ? 

FCC—if we are opening up – is the information just wide and shallow—lots of opinions without the capacity to process all that. Will we be able to give return on engagement. Find a way to funnel information so that the public gets a meaningful response. 

The impact is the change within the federal govt.
